Will the eastside be visitable?

EDIT: I had a look. Why is there a mini Tower of Silgrad in the eastside district.

Yes, it's SCC0105.

No, SCC0105 is just a large mansion for the Upper Chambers (original planning), it will be shifted to it's final location later on. Unless Zurke decides to leave it on the current location.

EDIT
The Tower is also on a placeholder location.

The size has to be increased to 2.5 to 3.0.

I didn't make myself clear in my post.
In the eastside district, as you walk in, on the left there is a Velothi obelisk, spire thing that uses the same model of the tower of Silgrad, except with a decreased size.

AnImpatientFan, that is the 'Silgrad Tower', yes. That is the temporary location.

@Sandor I will increase the size.

...I kinda imagined it as large as Bara Dur from The Lord of The Rings.
