No, we aren't, Agonians have a completely different face shape, scales, and they don't have fins for ears, only on the top of their head. The Ulsmer would have the face shape of the other mer, they would be fair skinned, and they would have fins for ears and the top of their head.

There is a large difference.

For one, it doesn't really matter if they look similar, and actually, the water argonians would obviously have scales and an Argonian face shape. So there already is quite a large difference in the face. Also, since they are both water creatures, their is a good chance their faces would of evolved in a similar way, so the fact that they both probably have fins doesn't matter.

I meant in style.

How about this. Two evolutionary paths. They call themselves the same race, but we have the similar looking elves, with regular skin, but they have smaller fins on their heas as well and green tinted skin (very light)

I don't know what you're saying. So there is two different types of Ulsmer, one has green tinted skin with fins on it's head and for ears, the other is blue skinned without fins?
