Batman has it right. Blacklight took over the Redoran city and razed
it. Since there is very little lore concerning the city itself and its
history I've followed along a logical path that the imperials needed
areas of influence in the province. Firewatch to the east, Ebonheart to
the south, and Blacklight to the west.
I'm thinking of some Redoran influence to return as the new villages
will be of Redoran design as well as Cormaris View. In Blacklight you
will see more orcs as guards to replace the imperial forces.

Maybe I can mod some crumbled Redoran walls to give an impression of the "old wall" around the once-Redoran town of Blacklight?

Why not? The Morrowind version had ruins off the NW section of the city so nearby ruins will be placed in again.

I really like this solution.
It has been quite common in our own history that the invading party
completely destroyed places of power or importance and either rebuilt
them or built their own place close by.
Personally I don't like this proceeding at all, but I understand (on a
rational level) that it is a display of strength and ruthlessness from
a strategical point of view.

yeah.... and maybe a few Redoran locals living in homes in and around
the ruins, having moved back to the old place.... the ruins of what was
once a great Redoran city... and now a great Imperial city....of course
leading to some tension...
alright, glad that was cleared up.... although I hope we will see much
more Redoran in Redoran territory.... I mean so far most has been
Imperial, at least most of the larger places.... |

Wouldn't they have retreated to Cormaris View though, KuKulzA? I mean,
I bet they'd like living in a Redoran town under a kinsman's leadership
over staying or going back to the ruins of their homelands. But that
also opens up a theoretical idea of having a little refugee camp on the
outskirts of Cormaris View. Not sure if Rodan would go for that idea,
but it sounded neat to me when I thought of it.

I dunno, I mean I posted this before my Cormaris View idea and at that
time Cormaris View as 'officially' hlaalu for some strange reason... TR
had a bunch of stuff like that... and some must have stained in TES3
