What will distinguish the different districts? Will there be a certain feel to some parts of town?
How many buildings in total are you aiming for in Blacklight?

What about an Arena for combats and a betting shop, with bookies and
oddsmakers and signs showing "Tonight's Fights are..."????
Though I dunno where it would fit...Casino and Marketplace would both seem possible...
And a brothel, or more than one brothel ... who ever heard of a sailor's town without one?
A graveyard/burial place would also add a nice touch for various vampire and other spooky quests, methinks.
And remember Ebonheart? If this is an important town it should have Missions - for khajiit et al ....

So many good ideas to add!
To answer your question Razor, the slums will be the most congested in
the city, the richer areas having more parks and larger buildings, the
marketplace with a lot of activity and the docks a lot of cargo with
drunken sailors and so forth.
As to the building count, I was hoping 250 but that could vary.

Perhaps a smugglers "nest" in the docks district would be an
interesting building. You could use one of taverns for this purpose.

And as I said in my other post (you really have got two threads with
one theme - Blacklight city!) a nice touch would be an interconnected
canal/sewer system!
There might be some houseboats, too. As they could shift around the
city this might open up some thieve's guild quest opportunities...
The Arena could be used for guar racing as well as fights.
I hope the city will be 'sloped' - sort of like Hong Kong, where the
richer areas are on the hills, and the higher up the hill the more
astronomical the land prices become. The Governor's mansion on top
should have a spectacular view.
What about a private zoo? In the Upper Class District? Exotic animals.
Exotic Animal Capture quests by rich owner possible. Escaped Animal
Quest...NPC enchanted and shape-shifted into animal and "find the
potion to change me back and I'll give you a reward" quest possible...

Actually, the Howling Crow's Nest Tavern will be located on a ship (as
it is in the Morrowind version). I was thinking of a sloped city as
well since it will go to the hillsides surronding the city. The sewers
will be there but the slums will probably be the most fun to design
(The Morrowind version had wide streets so it will be interesting to
make the streets narrow and buildings very close together).

Just a thought - you could have 2 ship-taverns and a huge rivalry
between the old and the agressive newcomers as an unending source of
events and by-quests, not to mention 2 factions that each support one
tavern in the Arena! The Arena could have riots that spill out into the
city as a result...loadsa skullduggery!
Wonder what kinda folks the newcomers might be?

Idea - animal fights in the Arena? In that case the zoo should be next to it.

Market to include:
animal pens - for the merchabnts selling to exotic beasts to the Arena;
converted slave pens - what will they become?
gladiator's quarters - they are no longer slaves (that's bad for Artena business/recruiting);
faction headquarters - if you like the idea of competing factions
supporting different gladiators/sponsers in the Arena they should have
supportrers clubhouses from which to sally forth and make trouble!
