I'm very impressed with the detail and the seperation of Worldspaces inside the Imperial City. I can understand why now that they eliminated Levitation. Now I know I'm going have to play the game a bit to understand the CS more.

because outside the city districts are in in different cells: no if you would be levetating over the city wall, you would face true emptiness...
