I'm opening this thread for the ones with quest suggestions for the new mod. All ideas are welcome here.

(because of the realistic and interactive nature of quests in Oblivion,
relying heavily on timing, AI, and disposition- I will try to structure
this quest as it might turn out to be in game)
Azhag Orc camp
(Orc A) walks outside of his hut. He walks over to the half-constructed
palisade, inspects it, and then goes to the camp fire to eat a bit of
Rat meat. Another Orc walks out of another hut. This (Orc B) talks to
(Orc A):
"Morning, eating rat today?"
"Not for long, me and others going to raid that farmer's Guar ranch."
"Good, Bring back guar meat, we eat well tonight! ...have you heard from (Orc C)?"
"No I think he had gone to a (Daedric Shrine) to Malak (Malacath).... hasn't come back for two days now..."
"Nords live there, we better send someone to go there and bash 'em if they did catch or kill (Orc C)
...(Orc A) leaves with some others, you see (Orc B) and ask him about
missing (Orc C)
"oh, (Orc C), well he's visiting that Malak shrine to the northwest... but Nords are around... so we be careful"
help out
"sure, you go and find him, if Nords attack you bash 'em! come back with him and I repair your weapons anyday!"
EDIT: and then you go find the NW shrine and find (Orc C) surrounded by
3 Nords, you them, but (Orc C) should be able to hold out for awhiel

It's very likely there's trade going between Blacklight and Windhelm,
right? Especially if we assume Vvardenfell was opened up after the
events that took place in TES III: Morrowind, as one could imagine
quite a bit of trade from northern Vvardenfell making it's way to
Blacklight.
I think trade is a great starting point for thinking up quests because
it gives both a credible impression as well as having the element of
money, the latter of which lends itself very easily to setting up
incentives. It's also a good way to get ideas on new locations, I think.
So let's take a hypothetical scenario of Blacklight exporting fish to
Windhelm and Windhelm exporting furs to Blacklight. It could be solved
with Blacklight having a couple of fishing boats in its harbour and
optionally some form of building where the fish is hung up to dry
and/or salted in barrels, either of which is a pretty good way of
preserving fish. Not that any of that is *needed* of course, it'd just
give a nice impression to the player who could see the fish being
unloaded from the ships and wheeled into the building and sometimes
processed fish wheeled out, headed for Windhelm.
Windhelm on the other hand could have a camp in the woods outside of
town with the necessary equipment to fleece animals and things like
that. Hunters would roam the woods and now and then set off for
Blacklight with their pelts. So you'd have traders going back and forth
between the towns to the respective markets. Keeping in mind my ideas
of trade is just hypothetical, something like that would result in a
couple of interesting locations, and from there on one can spin up
quest ideas.
I don't know how Blacklight is run, but for the sake of argument let's
say there's a "mayor". The "mayor" has been informed of a rumor in town
that the crew of one of the fishing boats have abandoned their
profession in favor of smuggling Dwemer artifacts out of Vvardenfell,
and the player has to infiltrate the boat and accompany it out to sea
to find out if they really are smugglers. So he'd board the ship, fade
out, fade in, now he's on the deck of the fishing boat which has
"randevoud" with the Vvardenfell smugglers' boat. He can choose to
confront the two crews and fight it out, or keep quiet and then
eventually fade out fade in he's back in Blacklight and can inform the
mayor of his findings.
As for Windhelm one could fall back on a classic scenario whereby the
player finds the hunters, who are scared shitless because they've come
across several sites where animals have been killed in the most grizzly
way. Limbs ripped off, entrails spread out, and sometimes the carcasses
have been dismembered and placed in positions that would seem to
indicate a ritualistic intent. If the player treks about the forest he
could run into the source of the killings, which could turn out to be a
recently started Daedric cult.
I dunno, just some things that popped into my head.
