To use the Rush Limbaugh plan is the new way I think of Oblivion:
Blacklight. The city is besides itself, war to the west, pirates to the
southeast, the daedric city below it trying to gain control, and no
governor to run the city. The PC has to resolve all of this to regain
some sense of order. Get the guilds to help out, regain control of
Cormaris View, get Reich Parkeep and Silgrad Tower to resume trading,
stop the pirates, and find a new governor (the PC won't be getting
control of the city).
The Chaos part will involve Cormaris View. The city is besieged by the
forces of Skyrim and needs the help of Blacklight and the Imperials to
regain any sense of control. The Redoran have become too weak to help
themselves and would rather rebuild themselves in Bar-Citha rather than
get involved in the big picture.
What are your thoughts? I think I've deduced the plan for Evenshore as well.

I like the sound of this, it could be interesting to have some
political intrigue for choosing the new governor, perhaps pressure from
the guilds or Hlaalu trying to expand further.
Perhaps the pirates and Redoran/Imperial Legion could be played off
against each other, something more than the usual hack and slash that
Oblivion provides.
Maybe the quest givers could be constantly changing, as if they have to
rush off to sort out problems to add to the feeling of chaos, and
subsequent quest givers could give conflicting commands, to force the
player to think and make a choice.
Of course, all of the above would probably be quite difficult to
implement, or time consuming at the very least, but might as well put
my ideas out here. |

Its definitly large enough in scale, I do like it !!
what did you deduce for Evenshore ?

I'll have to agree with bob, this certainly seems like a large enough concept for a good Main Quest.
I certainly think that people would be interested if you were to develop the idea further
You could certainly use this as a back story from which to base
numerous quests and guilds off of, which would be really cool if you
made it inter-connected enough.
it certainly is an ambitious vision for Blacklight, I think you should
continue with these ideas, they sound really cool, both to mod and play
