First part is, why should the PC travel to the Northwest of Morrowind? Treasure, the PC can get it anywhere. Experience, still the same. Artifacts, the PC gets quite a few from Daedra. Then you have to ask, why leave Cyrodiil to head for Morrowind. How about throwing a left curve, fighting pirates, visiting a lost city, stopping a war, and maybe giving the Imperial Council a bloody nose by finding someone who maybe be a complete [word removed] to them.

Let me have your thoughts. Add to the chaos.

When the player arrives have them thrown right into battle against some renegade pirates after the battle the remaing guard can fill you in on what has been going on with the smaller towns being taken over

I can think of many reasons why he would want to travel to northwestern Morrowind. Perhaps a more interesting question would be the attraction of the Blacklight area over the Silgrad area - what can it offer that Silgrad can't? Visually speaking maybe it can offer a Telvanni stronghold (just an idea). Modded-content-wise... hmm... well we don't have a very strong pirate connection down in Silgrad so if you want to play into that theme that could certainly give it a unique touch. :)
