This quest involves the young nord and the dumner addicted to skoma.

You here from one of the nord guards that the young one has been going down the mountain at nights and sometimes doesn't return until eary in the mourning. When you go down there you see the Dumner guard, but no sign of the Nord. When you ask the Dunmer why he is there he says that he is meeting someone, when you ask who he is meeting he says the nord, when you ask what they would do he doesn't say anything, you then say that you can smell skoma on him. He says that he is so sorry and he din't mean to get the boy hooked like him, he was just so tired of being the only one who was having "Fun", he says that he will stop supplying him with Skoma, but he is sad because he can't quit the habit. To get him to stop there is the book "Confessions of a Skoma Addict" in one of the of the offices, if you give it to him he says that he sees the way and knows that he can quit. As a reward he says that he no longer needs his skoma and moon sugar so gives it to you.

I'll create new Dunmer guard for this one. He'll be permanently down on the mountain until you complete the quest. I'll put the same guard in the Barracks but give him a different reference name and have him intially disabled. Then I can disable the original NPC once the quest's and enable the one in the Barracks.

Smart thinking. But I would prefer you to use the Dumner guard already there as it means that Haerter's Gap is more fleshed out rather than having useless Npcs standing around.

We do need more than one Dunmer guard though. Two is fine. Just have the other one patrolling about and with rumors, info on Skyrim etc.

Okay. The other one can mention something about losing his faith in the Tribunal after the events six years ago involving the Nerevarine.
