Are you guys say going to have any feuds between say certain factions
or Nobles that rule cities and then send raiding parties once a week or
ambush caravans or full out war or battles?
Just curious because Elderscrolls never ever really gave me that feeling ever.

It almost looks as if you have a quest idea. 
Not many, but there will be a few conflicts here and there. The MQ
isn't finished yet, and although it's not centered around politics it
may include some kind of a conflict between two Holds. The Witch Queen
of Whiterun has been becoming more and more aggressive, maybe there
will be some conflicts arising from that.

The normans and vikings could get quite nasty over succession, and

Skyrim has been more or less united in the TES4 time frame. There's
even been some talk of the time of Nords coming again, expanding the
borders of Nordic rule and so on. Though a battle to succession is not
out of the question as a quest idea... just nothing really big that
would radically affect Skyrim's politics.

So I guess the imperials are going to feel a little uncomfortable eh?!
The idea was just provincial, not the high king level. The family
squabbles of barons were ruthless, it could easily come to that..

Like one guy sent 4 thugs to mess with their food supplies while the
other Baron sent 12 troops to kill a bunch of his farmers. The other
Baron already thought that and sent 20 to stop the other 12 and to go
kill more villagers a lot of bloodshed please

Your second idea is plausible, though I don't believe the Dunmer are in
a state to send any war parties to Skyrim, in the OB time frame it's
the Nords who do the raiding. Dunmer-Nord clashes have been discussed
before and as much as I'd like to see some it just wouldn't look right
for Dunmer to be attacking Skyrim whilst being in a civil war and all.

You might add to that the state of the Redorans to the South - they are in deep ... thingy. 
Actually I would not be surprised to discover that the Hlaalu and the
Dres have been spending money in Skyrim to stir up Nord factions to
invade what are principally Redoran and (perhaps) Ashlander Locations
to weaken the Redoran further.
Question might be what other internal critters do you have if you want to start a war? Gotta feel sorry for them gobboes
