True...I like the quest of itself, but 60% chameleon might be a little much...
Perhaps 20% (enough that it's still worth one's time)?
Or maybe 40% chameleon with a constant heavy Drain Fatigue to encourage
the selective use of such an item? "Boots of Hide and Sleep?"

Seriously, this shouldnt be 60 make it less then 30 or it will be way too inbalancing (would be the #1 armor ingame)

35% chameleon and 10% drain fatigue is my suggestion; it will make the
player use different items to compensate for the weaknesses of others.
I like the quest btw.
