Actually it takes longer to get to any Skyrim port than it does to get to Solstheim. |
Anywhere in Cyrodiil, that include Anvil
Also you have to take into account that to get to Solstheim you have to
go into open waters, which can throw ships of course and can impead
progress.

I still don't see that as a good reason for traveling only between two
places. If this guy is a crazy adventurer he would get bored of sailing
the same waters over and over again and visiting the same two ports
over and over again. |
Do crazy people get bored of throwing cats at people?

Edit: How about a merchant captain who sails to Solstheim constantly in order to buy Horker fur from the Winterhold Nords? |

But it's undeniably more logical.

No it's not, the Horkers have been hunted to near extinction and
therfore there wouldn't be anymore horker fur (until the Black Horker
quest is done).

Yes, but the Winterhold Nords have to sell all that fur somewhere, profit is what drives them after all.
Since the Winterhold Nords are only recent arrivals on Solstheim they would still have Horker fur to sell.

I guess, still the crazy Sailor type thing would be cool. Prehaps the
reson why the crazy sailor travels back and forth is that he keeps on
trying to beat his own record?

That sounds like something I would suggest.
We can have another crazy sailor if you're so bent on having one, one crazy sailor is as good as another.

A compromise: A crazy sailor who thinks he's in the horkerfur bussiness even though there almost extinct.

How about he actually is in the Horker fur business, but is crazy none the less?

Yes I like that idea (horker fur or just other cargo). He can still be
crazy yet have a point to sailing halfway round the coutinent.

Well, I'm not familiar with ES III or BM lore, but unless therenisn't
too much time between BM and OB, couldn't he just have been unknowing
of the whole Raven Rock thing? Maybe been gone because of his law issue
or something, I don't know, but is it possible to be unknowing of the
Raven Rock destruction?

It's possible, but the outcast dude wouldn't go back to Raven Rock if he knew the imperials are still there.
Btw, welcome to Skyrim for Oblivion!
