Note: Need a "retex"? for the axe of Shor. Something engraved... Maybe gold? Or glowing?
Locations for Part 1 and Part 2: Solitude/Wilderness Around
Solitude/Hill or Cliff Side sort of like Kvatch that leads up to the
shrine/Shrine of Shor(made of an outside type Deadra like shrine, but
with a Nordic style. Would be cool if you could take a Nord with an axe
out, colored him all gray like stone, and put him behind the pedastal
where the axe should be)
This could tie into the Wolf Queen if you like... Whatever the guy's name who is the Lich under Riften... I don't know...
Part 1.
After you have a certain amount of fame a crazy looking Nord man runs
up to you in one of the larger towns. He's wearing armor and carrying a
bearded axe, but wears a hood. (Like Dark Brotherhood or Archmage. I'm
thinking you should make it brown though)
"Listen to me, (your career). You're quite famous around Skyrim... I
believe you may be worthy for a certain favor my order requires... I
will be at (Inn name from town you guys can pick) Contact me there and
I shall tell you more... I promise you... Large rewards await."
So... You go to the town and enter the inn to be ambushed by Mr. Secretive again.
"Follow me."
You follow him into his room.
"Before I tell you anything else... You must make a vow to reveal the secrets you learn to no one!"
I'm think you should get the choice to accept or decline. If you accept, he begins speaking.
"I am a priest of the Order of Shor. We are dedicated to the god who
fought off the oppresive Aldmeri, also known as Shezzar, Lorkhan, the
Great Warrior, Mer-Slayer, and Father of Men. We have prayed to him for
ages, and visited his shrines. We helped the Alessians fight the
Ayleids and fight against all enemies of humanity. One of our most
venerated shrines has been plundered! The Axe of Shor has been taken!
The guards at the shrine were found... Ugh...<shudders> As undead
minions of the fiend who took the the great axe! You must help us! You
must find the Axe of Shor and bring it back! I promise you large sums
of gold for its safe return! Take this symbol... It will show my
brothers at the shrine that I have sent you."
He hands you an item that is a "Symbol of Shor" You have to show it to the people at the Shrine.
I think it should be very heavy... But also be very powerful. Stronger than Umbra maybe.
Part 2.
You arrive at the shrine where there's a bruma type building with four
other Shor Fanatics. They are all wearing the same clothes and have
bearded axes. You talk to them... And three of them have a rumors topic
only. They say,
"The Axe is gone! By Shor, the Axe is gone! How could it happen? Why! WHY?!"
The fourth one is near a robe that goes up a slope. Sort of like Kvatch. As soon as you activate him he begins talking.
"Who are you? What do you want? Why have you come?" (very angry and suspicious)
You show him to Symbol... Sort of like you show Jauffre the Amulet of Kings. He then begins talking again.
"Oh... Good... (name of first Nord fanatic) sent you... He must have
told you what happened to the axe... My three brothers and I came to
the home of Shor's Axe to pray before our great god. We found the
guards had become skeletal warriors! They almost killed us! We ran back
down to the Resting Place for Shor's Pilgrims.(The Bruma Building) We
told (first Nord), and he began looking for a champion to find and
bring back the symbol of our god. Please go up to the Shrine and find
what clues you can in hopes of figuring out where the axe has been
taken... But be WARNED! These undead are NOT to be trifled with!"
Now... I need to think more... Any suggestions would be greatly
appreciated... I'm not sure who to make the enemy... Maybe the Lich
under Riften needs the axe for some diabolical scheme. But I don't know
what clues there would be... Other than the undead Shor worshippers.
I'm thinking at the end when you get the axe and go to bring it back to
the guys at the Shrine you find four of them dead and the original is
killed infront of you by who ever you guys want to make the bad guy.
But that would be a long way off. And it would be a reason to keep the
axe and still complete the quest. Or maybe he doesn't kill the original
fanatic... Just almost kills him? Then you defeat the bad guy and talk
to the Nord who tells you where your reward is and that you've earned
the War-Axe of Shor... then he dies or something? Or the Axe could be
your reward.

Ooh a secret order of Shor eh? sounds like fun. Shor is the nordic
version of Lorkhan, and the Nords like to think of him as a great
warrior who defeated the Aldmeri (elves) countless times.

That's actually just the way the hammer looked in Tribunal... it was huge and very powerful.

I think it's cool the way it is, but if you do change it to Shor you
can give him an axe instead of a hammer (like Alasdair suggested) as
one god already has a hammer.

Editted... But it just feels so strange with axe... Hammers and Swords
are much cooler for Gods in my opinion... But I'm not a head-honcho
here. So it doesn't matter. If a god already has a hammer... I can
understand... Maybe a sword for Shor?

he's right... a hammer is by far the best for nordic gods, maybe a bow or a spear but no axe or sword =/

Hmm... I haven't played Oblivion in a week and I specialize in
blades... Are there axes where they have the blade on both sides of the
haft in Oblivion? Because if we could make something like that I'll
change it to the axe definately.

Everywhere change it to axe, it just seems silly to keep calling it
"War-Axe", but in the quest name it could still be war-axe, however to
get a better ring to the quest name I suggest "The War-Axe of Shor".

Great, now just get a set location, and note down anything specific to
your quest at the top (e.g. The axe will need a new model, or atleast a
retex).

Well... This would take place in a lot of places... But where should the shrine be?
And is Solitude a dungeon? Or has it been cleaned out of all the undead?

Solitude is a city, check this map, http://til.gamingsource.net/maps/minibigmaproadslore31gv.jpg
And for the shrine, it could be anywhere in the wilderness around
Solitude, but it doesn't really matter at the moment because we are
some time away from making Solitude (We don't even have a person
incharge of it yet, let alone an architecture set).

Did you read Biography of the Wolf Queen? Because I'm pretty sure she's
still undead and kickin' in Solitude... Though I may be very wrong. I
thought that's what it said on the in-game book.
(It's also a Speechcraft Trainer book)

Part 3: When you arrive after pedastal after fighting through Undead
Fanatics of Shor you find a Necromancer. (I'm thinking Breton or Dark
Elf... Seeing as Nords would be more... Battle-Necros(Mages) If
anything.
(I don't know if you can... But maybe you talk to him and then he attacks you?)
You talk to him and he haughtily says,
"Another Pilgrim of Shor? Well it seems you were able to fight through
the Master's minions... Unfortunately... This is where your adventure
ends!"
He attacks you and he's a skilled spell caster with frost spells and
summon undead spells. He's wearing black Necromancer robes and maybe
carrying a dagger of some sort? Kill the fool and loot his body. You
find a pendant that prompts your journal to say, "I have found a
pendant on the body of the Necromancer at the shrine of Shor. It is a
rectangular field that looks a lot like the banner of Solitude, but a
skull is infront of the banner." Also, there is a note on his body.
"Kerigan and Flegan,
Go to Solitude, then travel to the North along the road. The zealot we
have imprisoned is very useful... He's told us much about his god Shor
and his great axe. This legendary weapon could be of great use... And
these Fanatics can be become valuable minions... We've been
experimenting on the Shor-Worshipper... Hopefully it will give us the
results we've been taking so many beggars around Riften. After securing
the axe, send it with your brother to me. Return to me after a week,
and bring the undead Fanatics. So that I may study these magical axes
they wield.
Gaular Rom"
(Raugal Orm jumbled up into a semi-plausible name.)
You take this to the Fanatics at the bottom of the hill. He directs you
to Solitude and Riften. You kind find information at both.

The word "fanatic" is a bit overused in that paragraph, perhaps you can use another word on occasion... like "zealot".
