Well, I sat down today and whipped up some Rieklings. They're really
just blue orcs but for now they'll do. After seeing them ingame, to
really do them justice we would need to create an all new model and rig
it to the Grummite or Goblin skeleton. These can serve as placeholders,
or if we can't find anyone to model us Rieklings, serve as the real
thing. I tried setting up beards for them in the tail slot and later as
amulets, but no matter what I tried I couldn't get the beards to show
up ingame.
I also did some new armor textures for them (not visible in the
screens, I tried getting them all to fight, but the ones in the new
armor ran away). The helmet and greaves are all new textures, and the
cuirass boots and gauntlets are tints of old textures with new normals.
If anyone wants me to make all new textures for them I'll take a stab,
but I can't texture worth crap.
Anyways here is the file download. I you'll want to just merge the esp
straight to the master, as it has the race stats and textures set up.

I'll admit that they look a hell of a lot better than what I have now,
but they look even less like rieklings. We actually had blue goblin
retextures way back when. |

Reiklings are somewhat talkative little critters too, and I don't think
you can make creatures talk in Oblivion like you could in Morrowind. So
the tiny orc approach may be best. We'd probably need some new armour
(at least recolored). |

I don't know, it's immediately recognisable as a miniature blue Orc,
the guys from the Solstheim-Vvardenfell-Mournhould mod made some
Rieklings too and they looked a lot more like their Morrowind
counterparts.

True, but then again, I think the goblin based version would just as easily be recognised as a miniature blue goblin =/

I think they should be made as a n NPC race, all they need is a new head.
Why would it be better than a goblin or grummite? For a start, their
general body shape and animation is much closer to human/elven.
Furthermore, this would allow them to ride tusked bristlebacks (a few boar mounts).
