For each set there's a 5th level I guess but unlike the other levels no NPC will ever wear it. It's like Morrowind Daedric you see. Inuque and very rare. I also imaging there's only enough resource to upgrade one full suit of armor.

It looks great :) It still has this robefeel and at highest level it does looks like it give you some protection.
