Actually, the hedgewizard brings up a thought: Mercs. Like you said, it's probably hard to recruit people to a legion in an unfamiliar land, so they resort to recruiting mercenaries. Renting out magic users from the Mages Guild, or fighters from the reckless Fighters Guild, or freelancers looking for a quick septim.

I don't want any mages.
Now, scrolls is an ENTIRELY different matter, scrolls provisioned out like explosives to units entering dangerous situations.
As to the rank system, it looks laright at the moment, but that will change as they take more shape.
I'd like 25-30, but we'll see.

Not to do with the quests per say, but here's what I envisioned for joining them:
There are multiple ways. Recruiters will be in various cities, and after a bit of chatting, if the player shows interest they're directed to an Imperial Office where they can register. If the player denies, they're directed there anyways, "just in case they change their mind".
There will be less chatting if the player is more suited to the legion. IE, if you talk to them and your strength is high, they'll say, "You look strong, maybe you'll like the Desert Corps." This makes it much more likely that if a character suited to the job will get the details of it faster than just a passerby.
Alternately, you can seek out the registration without the help of a recruiter, which is the fastest way of doing it.

I'd say some recruiter for desert corps in the Legion base(Rimmen).. but thats mainly because of my outline of chapters..

The Provisioning Agent - underlined below would visit the local villages and Command Centers to buy or requisition supplies, gain intelligence on local events and mood etc, (sell any booty for the unit ) and liaise with local organisations generally. So he/she would be the Desert corps natural recruiter ... any stranger on th eedge of the Desert being potentially of interest... and send the stranger on to the HQ where there would be a formal Recruitmant Officer with a letter (which would include code phrases as to the Provisioning agent's opinion of the potential recruit, and the local situation generally.)
Desert Corps Table of Organistion
Ranker levels:
level 1 - recruit level - cracker / digger / porter
level 2 - basic level - spearman / swordsman / hunter
level 3 - veteran level - mounted lancer / dervish / scout
Unit organisation
3 ranker speciality teams with 3 members of available level/s per unit:
* - cracker / spearman / mounted lancer;
* - digger / swordsman / dervish;
* - porter / hunter / scout.
Non Commissioned Officers
the highest qualified spearman/swordsman specialist in a team to be automatically promoted as NCO of Caporal Rank
previously a magic user - this was envisaged as a first aid type with only 2 or three spells but DAs decided to have the units use pots and scrolls, so this one needs a new name and description.
- Unit Support officer - a trusted vet with all the recruit level construction specialities, maybe either sword or spear, and stay in the center of the formation to assist as required.
Decurion = senior NCO of each Unit
Provisioning Agent - one for every 3 units - mounted is more senior than appears in the Table of organisation as he/she is actually always an intelligence officer. May have a Cart of some description, or the Legion may have purpose built provisioning vehicles...

Chevalier - leads 5 to 10 units
Cohort Captain - leads 30 units
Quartermaster (spymaster)
Captain of the Corps
