Hosmer- Elves of the mountain, they build mountaintop cities.

It was actually originally Aetherius's idea, but I guess I liked it better than he did.

There's not much yet, but we can expand, like we did with all the other races.

Like most of the other Aldmer after the Sundering, the ones who would become Hosmer wished for peace, and fled to the inhospitable, rocky hills and mountain peaks, thrust suddenly higher into the air than any natural structure ever before seen on Aldmeris prior to the disaster.
The Hosmer have an intimate knowledge of survival on the mountains, and even the youngest Hosmer tracker and soldier know every pass and peak of the mountain range in which they live. Anyone looking for a fast, safe path across should hire a Hosmer guide. Naturally wary of the shrewd Cresmer, the Hosmer have historically sympathised with the Drethmer. It is rumored that many caves house fugitives hiding from the Cresmer. Despite this, Cresmer merchants must rely on them for their trade missions. As do punctual Vesmerkaz mercenaries. And any wise traveler.
The Hosmer stay decidedly neutral politically, preferring to keep to themselves and live their way. Their population is small, and their land easy to defend, so that's all they are willing to do.
Their buildingds are short and conical, with a large central fire in each home. Designed to retain the heat but keep the smoke out.

Sounds excellent, except, you said they keep to themselves AND that they do trade missions for Cresmer and Vesmerkaz, that doesnt really make sence.

For the government, I was thinking they have something called the "peace treaty" made up of the oldest and wisest of the Hosmer. The peace treaty is constantly thinking up ways to bring peace to all of Aldmeris without getting personal grudges or anything like that. They are all kind-hearted, and very afraid of war, although they are willing to do so if they must.

they used to just be involved with themselves, until a war, say, about a millenium ago when they were invaded by the Cresmer to circumvent a series of Drethmer forts and castles (much like the Maginot Line).

I think the Drethmer need more land than they currently have. And you know the tatoo thing? Maybe they paint their faces completely when they fight so as to keep light from touching their skin.

sounds good. Maybe colored warpaints to signify rank or job in the military. i.e. Archers blue, heavy infantry black, all officers paint red around their eyes, so the regular troops can identify them.

If they did, they would have taken it unless all the races rallied, thats the big deal, it is taking all the races to keep them back, but without full unity, some luck, a plan, and the player, tehy cannot drive them bacl.

But the Volsmer know the lands much better and could use several tricks to drive them back. They also get very vicious when they come across unwelcomed outsiders.

I'm thinking the cresmer tried to hold the land durring a war with the drethmer, and with their forces divided, the volsmer rallied together, and drove back a for 3 times greater than their own, marking a great victory for them, and earning themselves respect from the cresmer.
