Here's what the mod would be.
Elf 1: Well...we made it, the fabled location of Aldmeris.
Elf 2: But it's just ocean...there's nothing here.
Elf 3: Hey...maybe we've got it all wrong. Maybe Aldmeris is only
supposed to be the state that we all should strive for, instead of an
actual real place, more of an idea...

Simple, the Elves came from Tamriel, not Aldmeris. Aldmeris grew out of a myth.

Aldmeris
Little is known about Aldmeris. It is rumored that Aldmeris lies to the
south of Tamriel. Aldmeris is also called Ehlnofey in Elven tongue. It
is the place the Aldmer emigrated from and was said to be completely
covered by urban growth. It is possible it is still populated by
Aldmer, but all those who had tried to find it have failed. It has also
been suggested by some that Aldmeris is a myth, and does not actually
exist.
No, you got it wrong. People began to suggest Aldmeris does not exist,
it did, but when exasted sailors wanted to protect their pride, then it
started to be called a myth.

From everything I read, all it said is that its existance was
questionable and nobody knew anything about it. But it IS the origin of
the elves, therefore it MUST exist

This sundering of purpose is the myth of the "destruction of Aldmeris."
Outside of the Dawn, and even then only in the dreamtime of its
landscape, there was never a terrestrial homeland of the Elves. "Old
Ehlnofey" is a magical ideal of mixed memories of the Dawn.
Do not believe the written histories.
All mortal life started on the starry heart of Dawn's beauty, Tamriel.

There was a war between the older elven race and Atmora, not between Aldmeris and Atmora.
That, and even if Aldmeris ever existed (which it didn't), it would have been long gone by the time that happened.

The fact that it is impossible to reach something that doesn't exist,
and cannot be modded in without negating the existance of the Dawn Era,
which contradicts the main quest of Oblivion. |

Aldmeris is just like Troy; only very small mention of it exists in
records, and that record is unreliable for historical accuracy at best.
But wasn't the ruin of Troy found just this century?

Read this, I took it straight from the Imperial library, it proves that
elves did in fact once live in Aldmeris and left to Tamriel.
"Aldmeri (Elves) leave the doomed and now-lost continent of Aldmeris
(also known as 'Old Ehlnofey') and settle Tamriel. First colonies are
distributed widely along the entire coast of Tamriel. Later inland
settlements were founded primarily in fertile lowlands in southwest and
central Tamriel. The sophisticated, literate, technologically advanced
Aldmeri culture drove the primitive beastfolk into the jungles,
marshes, mountains, and wastelands. The Adamantine Tower is
rediscovered and captured by the Direnni, a prominent and powerful
Aldmeri clan. Crystal Tower is built on Summerset Isle and, later,
White Gold Tower in Cyrodiil.
During the Middle Merethic Era, Aldmeri explorers map the coasts of
Vvardenfell, building the First Era High Elven wizard towers at Ald
Redaynia, Bal Fell, Tel Aruhn, and Tel Mora in Morrowind."
