Akivari refugees taken in by the empire.
Empire sends them to Elsweyr. Khajiit are indifferent. The empire oversaw the construction of Rimmen. The akivari were both resentful and grateful. That should help.

I don't know if this is what you want... it is more like how the Rimmen tried to be independent... but yeah... anyhow, see if you like it... so far the only work I think I did good on is Vvar- Conoon Chodala ...you should read it.... but I say this one isn't that good...

Book 1?Put all your weight into it! Move move!? Imperial guards flanked the long line of men and women, hauling wagon. The noonday sun was hot and they were heading into the cat-walked sands of Elsweyr. Here in the rocky area on the east they were to make their Akaviri refugee camp. They called it Rimmen. In two years Rimmen became a small bustling city. However it had no army, Elsweyr protected it though really just left the Rimmen to their own affairs and the Rimmen were mercenaries. It was a mercenary nation, needing the protection of larger countries and paying it off with the blood of its sons. Though the Rimmen hated the Imperials for their suffering, they also knew that the Imperial spared their ancestor?s lives long ago, and now gave them land, and helped build a city. ?Kassin-Adu, the map you ordered has come in.? ?Good. And what about the rumors of Kamal invading?? ?Yes, they have landed as of yesterday? ?Good. Now when we rebel we will strike here and here.? As they planned Chylaj-Adu ran over to the great forge. There he saw a hundred Rimmen making fine katanas and dai-katanas as well as tantos. ?Shouldn?t a young boy like you be back at home?? ?Yes smith, but I am Chaylaj-Adu.? ?So what if you are our Mercenary General?s son? We will have it.? Chylaj-Adu awoke in the pavilion and looked out of the ornate tent. Outside, ten thousand men were killing on another. However it seemed that the Rimmen were winning. He yawned and looked to the east close to the Nibenay River. He saw something in the distance, like a large shadow. He rubbed his eyes. A large square mass of? marching men?. in steel armor. He rushed to a nearby sentry. ?The Legions are coming!? ?What! No? this cannot be?? ?Tell my father quick, Bapa needs to know!? Suddenly the boy felt the edge of a sword on his neck and a large steel gauntlet muffling his cries. ?Shush little maggot. You old daddy will be here real soon, if he loves you.? In the matter of minutes the armies stopped fighting. The Rimmen scattered into the nearby forests, and a tall Akaviri man stepped onto the hill flanked by two guards. ?Let go of my son!? ?Ahh, but it is only business.? ?Business, as in killing children?? ?No, I needed leverage.? ?Alright, we will parley.? ?Good, now your son is my side of the deal.? ?And mine is Rimmen.? ?Yes, exactly, so glad we understand one another. See, you might as well give up, Rimmen cannot stand against Cyrodiil because you are too small. Our legions will decimate your folk.? ?And what if we fight a guerilla war?? ?Would you do that?? ?Yes.? ?In that case, I guess you do not wish to surrender, and thus I will kill your son? Suddenly he screamed and fell down with a tanto between his legs. Kassin-Adu scooped up his killed and kissed him. ?Were?d you get that tanto?? ?From the smith Bapa, he gave it to me so I?d stop bothering him.? ?When we get back, go give him this bag of gold.? ?Yes Bapa.? The Rimmen army retreated through the forest. The Legion began following but as javelins and arrows shot down any that got near they gave up and they too retreated. In five years the Rimmen were forced to surrender. One Legion pinned down their army in hills while another besieged their city of Rimmen. They were once again put in their place, but their people no longer having any gratitude for the Empire. They would revolt again, someday? Book 2 He awoke relaxed and with a warm wind. It was summer, Sun's Height... Loredas. He pushed the woman to the other side of the bed. She was unusually energetic, but all her groaning must've kept everyone else at the inn awake until late in the night. She lay there, her blue-gray Dark Elven body sprawled on the white sheets of the bed. How exotic... delicious. However for Chylaj-Adu this was only a temporary respite. For you see, Chylaj-Adu is an Akaviri man, a citizen of Rimmen, a rogue state. "Where is Chylaj-Adu! Bring him in!" snarled the Tsaesci official. Coming through the door, Chylaj-Adu smiled and said, "yes Hasnierta-Shaie?" "You know, I am pivitol for the survival of Rimmen. Your people labored and put all their strength in making an Akaviri state in Elsweyr and you want to ruin that by using my whore!" "Your whore? Oh, you must be losing her, but we had a good time..." "Silence slaga, you may represent the king your father, but in my eyes you are still a slave-man, understand? Your ancestors were conquered by us Tsaesci and you will obey me!" "This isn't Akavir you snake, this is Cyrodiil. And watch out, I think the other officials here don't like you... ever since the last Potente died in 431..." "Yes I know, I just foiled an assassination attempt this morning, good thing I keep my katana with my at all times..." "My that is a fine blade my lord... can I see it?" "Of course, but then it is onto business" "Of course... " Chylaj-Adu took the blade out of its sheath... a fine blade... the blade of kings from Akavir... he looked at the blade... then at Hasnierta-Shaie who was smiling proudly... Suddenly he screamed and fell to the ground, his belly sliced open. "What! how ssssss-dare youuu..." "I'm sorry, but I AM the king of Rimmen. This is just business. You Snake-lord are no longer needed, actually no longer wanted, you have a bad reputation and us Rim Men don't need that staining our legitimacy." Another Tsaesci appeared at the doorway. "Brother! How dare you slaga, have you no honor!" "And you have no brains, I am holding the katana fool!" "Yes? So what, what will that do against my bow?" Chylaj-Adu stepped back, unsure. Suddenly the Tsaesci dropped dead. Behind came a beautiful Dunmer woman. "You thought I was just a harlot? No, I am an assassin, but the Dark Brothers are stamping out all the competition, so I have gone underground." "But..." Then the Elf giggled, "Yes I will help you, I happen to like Akaviri... you Rim Men have such long- " "Okay let's go, the guards are coming!" "The rogue state of Rimmen is just two days march away.? ?Commander! The Rim Men are gathered just beyond the mountain!? ?Spy, is that true?? ?Yes what the scout says is true, they are encamped, but we outnumber them.? ?Good. Get ready to attack.? The attack failed. The Legion was annihilated. Chylaj-Adu was celebrated as the founder of the true free Rimmen state. Cyrodiil then gathered two Legions to subdue the upstarts. However, though Chylaj-Adu was a fine tactician, he was appearing less often to rally his people. ?Love, you know I need to gather the recruits today..? ?But you said you loved me!? ?I know Uupse, but as king?? ?hush, a king needs to relax? you?ve been doing sooo much work..? As they made love in all sorts of exotic positions, Chylaj-Adu thought of his subjects for a moment, but these redundant thoughts were quickly suppressed by their passionate sex. ?Great Nation-father, I bear grave news? ?Yes courier?? ?The Cyrodiils are on our doorstep.? ?Our army?!? ?They are back in the villages. That night Chylaj-Adu looked out the window and sighed. There was no real hope for a free Rimmen state anymore. The Akaviri Men would have to be mercenaries till the day they all died out. While Khajiits protected them, they had to be the frontlines for the Khajiits. His son was old enough to take over should he be slain in battle, but the king was still sorrowful, his attempt had failed. And why? Because he had been fornicating for the past month. He stayed in his palace and let his concubine seduce him and have wild sex. He was about to go have the concubine dismissed, a king needs to focus on his people. However when he turned, a tanto flew into his chest. It was not deep, but it was poisoned. ?Sorry Chy it is just business. Afterall you don't want me either.? ?What? no I just cannot have you here anymore, it's not that I don't love you...? ?Remember, I am an assassin and now that I discover you do not truly love me I will carry out my job.? ?And you were assigned to?? ?Yes, to bring ruin to Rimmen. But I couldn?t resist you. Eventually I wanted you more than I wanted to kill you. But I know you are going to turn me away so I have to steel myself up and kill you.? ?But why? I thought?? ?I did love you, and we had such a good time I almost thought I would be wed and no longer need to be an assassin nor harlot. Like I said you Rim Men has such long- ? ?How much are you going to be paid?? ?90,000 septims.? ?So that is how much I am worth! That is what Rimmen is worth!? And with that Chylaj-Adu screamed and ripped out the tanto and ran at the harlot. She ducked and weaved and then cast a spell of paralyzation. The palace door opened and five guards came running in. The Elf kissed Chylaj-Adu then cast an intervention spell as well teleported away. And thus, the hope of the Rimmen died, seduced by a woman, killed by an assassin. |

Nice, I really like emphasis on the dialogue, tells the story a LOT better.

There were no tsaesci that I know of.
I like it, it put a lot of emphasis on the imperials being bastards, but I still like it. Your right, its not what I wanted, but this is fine indeed. Now we need a book written completely differently by whoever about the fire.

Old akiviri rimmen burned.
New rimmen was built, more imperial in style, the old ruins still lie in the wastes to the east, often salvaged from and populated by the burn victims in zombotuous form (no that is not a word)
