I can only speak for Silgrad Tower, but for our team, the process we used to have for the old mod is that a modder found something he wanted to use in the plugin he was working on at the moment and then asked the main file admin if it was alright for him to bring it into the main mod through his plugin. We didn't usually add stuff without a modder specifically wanting to use it for something. I think that's a pretty good system, at least for our mod.

Regarding old MW style glass, I think it would be great if it could be modeled (im not sure how I would do, never tried clothing/armor). We could make it truley valuable, give a little nod the the elder scrolls of old where you could actually have cool stuff to steal, or buy at an extremely high price.

I just had an idea...
GOBLIN LEATHER ARMOUR! We all know Goblins are really, really hard to kill - and they wear no armour, just a shield and a weapon. That must mean their skin is like Kevlar! SO: WHY NOT make a sexy, form-hugging armour, of the sort, say, that we see on cartoon superheroes (AND heroines, hee hee) from Goblin skin? It would fit into the Oblivion World, and it would be a change from the 'bulky' armours that is all we see in Oblivion. You could add an option to the dead body of a Goblin "Take Skin" and collect enough skin for a master armourer to make you a suit. It would form-fit you like a skin diver's suit, and it could have camouflage stripes sewn into it...I never understood why they don't have that already. Enemies wearing camouflage stripes would be perfect for all those dark dungeons that OB has.

I think it's implied that the armor goblins wear are unusable by humanoids and so 'worthless', and they omitted registering them as objects because the effect of stripping a body is tied to NPC objects and not possible with creatures.
Would be kinda gross to wear leather armor made from the skin of a sentient being

keep in mind that goblins come in all shapes and sizes and varying levels of intelligence...
some are really dumb, some are really smart, some are really small, others are really big... infact some goblins are as small as bosmer and others bigger than orcs... maybe the longer they live the more they can grow physically and mentally... that is my guess... it might explain why the older & bigger goblins are the ones who have the most skills, the leadership roles and the stronger arms for mauling their enemies |

there is NO genetic relation between orcs and goblins, so your argument dosen tmake sence.
