It would have to be something sensible.
Random guy- Rumors: I hear that theres been some trouble in the Dark Elf province of morrowind since the Nereveraine Slew Dagoth Ur at red mountain. Morrowind: Yes, its an odd place to be sure, mushrooms for trees, strange bests and the like. Aparently a prophesised hero known as the Nereveraine had killed the Dunmer arch enemy Dagoth Ur, Raised king Helseth to the throne, freed the slaves, and slew two of the tribunal. The province is in chaos! Chaos: Old races like the Nords and Argonians that were beaten out of Morrowind are returning, the great houses are in an uproar, and now that the slaves have been freed, racial tension has gotten much worse. Perhaps thats why so many heros and mercinaries are travelling to Morrowind, particularily the island of Vvardenfell. Travelling to Morrowind: Theres a boat at Anvil that will take you, if you need to go. If your interested go talk to a fellow named [Insert name here]. Hell take anybody whos got the coin straight to Vvardenfell. Not that id recomend it, from what ive heard its a dangerous place right now... Of course this is just an example, you could simply be tossed in jail and shipped straight to Sedya Neen.

yes, but were doing this if the nereveraine did the Tribunal quest line (because sotha sil and almalexia have bit the dust.)
In that quest line, Helseth becomes king, and HE frees the slaves.

True, but HE didnt free them, and the nerevar doesnt necessarily like Helseth.

True true, but rumors get mixed up. The nereveraine could have completely oposed freein the slaves, but people could lie, and miles away in Cyrodil people could believe that the nereveraine speerheaded the whole project.
