i only remember the outlines of the government of Morrowind, though if i am wrong fell free to correct me.
Morrowind is largely self-governing, though only a province. And with the new King, as a supporter of the Imperials, wouldn't that lead to a largely inter-connected government? I don't know much about the subject, but if Morrowind is still self-governing they would have many traditional roles at work in their government. But with the Imperials in power, they would have a new, unique government, one with a Dunmer governing system AND a form of Imperial-represented government, as seen in the Dukes, for example. There isn't really a clear-cut guide to Morrowinds politics in the time of TES IV that I know of, but that makes sense to me.

I believe that every piece of land is distributed amongst the great houses.
Remember in Morrowind, the dispute between whether Caldera belonged to Hlaalu or Redoran? I'd expect that counts are the way Cyrodil works, and not necessarily Morrowind. If you looked at the map of Vvardenfell, you'd see that all the Hlaalu are generally in the south-west, Redoran in the north west, and Telvanni all in the east. The Great Houses are probably the Morrowind equivilant of counties, and thus I think each baron should represent either one of the Great Houses or the Empire. |

I think it's more like this:
Grand Councillor (head of the Grand Council, of course; controls the whole of Morrowind) High Councillor (head of the House; controls his House and its land) (I'm not really sure about the name "High Councillor") Councillor (controls an area of a House's land) Hetman (controls a village, like the Hetman of Gnisis) |

Necrom? Dres? No. Necrom belongs to the Temple. And it starts with "necro" for a reason: it's a huge catacomb.
I think Dres' seat is Tear. Could be wrong, though. |

off on a side note: doesn't caldera have a governor? where does that fit in the Imperial Heirarchy? would that be a count under the TES IV mod?
