I'd like it to be much more open than the way it was represented in TES3, but if it's gonna be very tall, then there'll likely be a lot of interior areas, too.

yeah you can find references of "market canton" in NPC dialogue in TES3... I now for sure cause I was playing it this morning.... *sigh*

maybe it can be a small section... I am thinking between High Fane and Vivec Palace, a small thing in the bridge that you must go in to get to the Palace... like a small compound... and within is a lot of steam I guess and special retainers and guards to guard the way to the Palace of Vivec... and maybe a giant statue of Mephala in there being the anticipation of Vivec and dreugh crowing around the base?

Ok, let's keep Vivec as a huge damn labyrinth of endless confusion that pisses almost everyone off because Raggidman apparently likes it that way.

Changing the layout of Vivec city isn't massive lore rape (considering Vivec apparently wasn't even represented the way it was supposed to be in TES3) as long as it's still, well, Vivec. Fabricating the appearance, personality, and so on of a race (a mysterious and VERY controversial one, too) that we know very little about isn't such a good idea.
