Brilliant Map KK, gives a very clear idea of the on the ground resource-based change in fortunes, with Redoran barely hanging onto their last fertile strip in the South.
Still want you to consider that the redeployment of the Legions mentioned in TES3 'gossip' happened 'decade/s before the events actually happening in TES4. Of the Empire? If so them the empire's finances will be paralysed too until he is replaced, so no Empire-wide initiatives possible. Just the odd moves by local commanders who feel that they have to react or be destroyed...

in the beginning of Morrowind they said the Legions were in a gradual evacuation process going back to Cyrodiil... however with the Emperor's death the commanders and generals probably did whateber they wished....
which gives me an idea... what of instead of going through/over the Velothi Mts., a Legion general decided to go rogue and had begun pillaging Redoran land and made himself a warlord in the absence of the Emperor and the fall of the Septim dynasty? |

I totally support that Ku. Many Roman/Europeans did that if their leige died some how.
