I suppose so, but it really doesn't make sense. Similar to how the Guards still treat you like crap in Morrowind even when you're the KoID.
Close shut the Jaws of Oblivion? They look more like Gates to me...

I'd like to see Elsweyr's Assassins Guild end up as the Crimson Scars. words:
After the Dark Brotherhood attacked them, they fled West, into Elsweyr. Greywyn leaves you Deepscorn, the last Bastion standing in Cyrodiil-- right on the border of Elsweyr! Everything I've seen lore-wise indicates that the Khajiit themselves would have little use for an Assassins Guild... but vampire Khajiit might! Or vampires manipulating things by strategic assassinations. I would imagine the kitties have a very great need for an assassination guild! What happens if one naughty cat has a massive debt to their local skooma dealer? Call in the assassins! You can't just have bad kitties like that setting a poor example for all the other khajiit addicts...

I don't like the idea of the Crimson Scars fleeing to Elsweyr, they are dead! Well as far as I know anyway, unless a silver dagger in the heart doesn't kill them.. However Silarian(the one who betrayed them) could still be alive. He might be the leader in Elsweyr, rewarded due to his actions.
The Idea, atleast in my mind is the idea that: In the provinces there is no ranks, you need to already be in the Brotherhood. There is no plot, several contracts but no plotline.
The meaning of life is 'Bucket'.

I like elements from all 3 of you. And your combined analysis suggests an entirely different approach.
It's like this: The name Crimson Scars died with the wipe-out, but the purpose of Sithis lives on with any surviving members ... we have news of one survivor (other than the one who it is claimed betrayed them) and where there is one there may be more, as it often takes an asassin to evade an assassin ... That is open because they did not all die in one room in plain sight of the player ... To revive the purpose in a believable way (so that the Dark Brotherhood do not immediately kill off the revivalists) a new beginning is needed that accomodates a certain amount of killing - smuggling - drugs - thieves - agressive trading organisation - slavers - mercenary company ... people have to train, and the group needs a front to build influence and thereby gain intelligence ... On this basis it is possible that a survivor absconded with the Crimson Scar's Treasury = a basis for a new organisation. And for a vampire to move quickly cash and a front are always useful... And if you want a real twist, then the abscondee was the real betrayer of the Scars who believed that they were only playing at whorshiping Sithis ... and framed Silatrian who had a suspicion that a betrayal was being arranged and attempted to subvert that process by appearing to join it? Next you have to assess the potential for this new organisation in Elsweyr, and reactions to its image ... and consider how powerful it might become = limitations ... One last note. Rowley Eardwulf cannot be involved with this organisation ... he is rebasing in another, known location. But what would he do if he caught a whisper? No obligation to follow this in detail, but I suggest that you do consider the thinking here carefully.
