Yeah, if you go with this three-side quest way, ALL your quests will be too complex. Maybe even unnecessarily complicating those simple.

First we need to decide the following.
1. How much impact should the quest-lines have on Elsweyr Very Large 2. How long should they be? 20+ Required quests each, 50+ total fo replayability and content 3. How should they be structured? A certain number of quests done leads to a plot quest, then more quests done followed by a plot quest, with what quests you did having some effect 4. How often should they intersect Often enough so that you can tell each questline happens in the same political climate, but not so much that the player feels like he's rehashing the same quest line 5. Should individual quests have effects on the others Yes 6. Should the game world be noticably different at the end of whatever quest line the player chooses Yes, somewhat, more than the MQ had in vanilla I included my answers

They are not repeatable, they are quests that are not all doable one time through the game.

My mistake then. Too many MMORPG reviews lately.
That's pretty good number there. Just no Bethesda hand-holding style quests.

who controls the region.. very large.. 2. How long should they be? 20+ Required quests each, 50+ total fo replayability and content with unique backgounds when they seams to like each other.. 3. How should they be structured? A certain number of quests done leads to a plot quest, then more quests done followed by a plot quest, with what quests you did having some effect no comment.. dont get the Q.. 4. How often should they intersect Often enough so that you can tell each questline happens in the same political climate, but not so much that the player feels like he's rehashing the same quest line.. ofc they chould not have the samme talk to NPC X and give him.. if not he is the only person who can what the quest is about.. background on most possible quest.. 5. Should individual quests have effects on the others Yes 6. Should the game world be noticably different at the end of whatever quest line the player chooses Yes, somewhat, more than the MQ had in vanilla.. again who controls Elsweyr.. atleast mostly.. and it's a quick answer..
