The birdmen would definitely need wings to be convincing.
The Sarpa though... I had an idea from the Sarpa that might be a little easier to do. I thought we could make them more like pterodactyls (with a flap of skin between arms). We could make them very skinny Argonians, with the wing flaps added under the arm meshes. Do you think that could work?

I think creating a beak would present a challenge, although it can be played down so that you're just focusing on the shape of the beak and doing something special with the mouth. Then of course there is the prospect of using feather textures. I'm sure you'd be able to pick up some really cool ones...and it should be relatively easy to get the feathers to follow the line of the body. However, I thought that some modders had made major advances with wings but I hadn't checked them out for myself. Of course, you could always use vestigial wings. In the book, the character in question (Yagharek) had had his wings broken and couldn't fly. That might make for a fun quest, whether it concerns the whole race itself (who would therefore not require the wings to be animated) or just for one individual of that race. Oh, and thanks to RW for having the presence of mind to move this here.

Perhaps they clip the feathers on their wings so as to appear inconspicuous and blend in better...
The problem with all the existing wing mods that I've seen is that they add a pair of wings in the standard angel/fairy position, coming directly out of the back. The bird-men we seem to be talking about look like they have a pair of wings instead of arms. Or wings with claws that can be used as hands, like Archaeopteryx or the Huatsin birds from the amazon today.
