Are these runes from a separate mod? If so, it's likely we won't be able to use them. If you use any new models then they would have to be checked out first for suitability within the mod and, considering the fact that our models archive is huge (about 1GB), we're trying to keep any more additions to a minimum. If they're from a separate mod, you'll need to show us a link, some pictures or something so that we can see them and have them integrated into the archive.
Interested though...

no mod needed. This is partly taken from Morrowind. Using coins to make designs. Like what the sixth house cult did with the symbol for dagoth. I looked for a pic but failed. In any case the way Deeza described how he wanted the sewers reminded me a lot of how they did the sixth house bases.

So they're models from vanilla Oblivion then (not Morrowind, I presume)...?

Update time. I am having problems with the new layout, mostly clipping errors that I am useing the marsh elf runes to cover right now. This tile set seems to fit together in very odd ways. Maybe I'm missing something.

Are you using snap-to-grid and snap-to-angle? Without it, life is almost unbearable when creating dungeons. Otherwise, there should be no clipping, certainly with vanilla tilesets. Both of these are icons in the CS that sit just below where the menu bar mentions 'Character'.
Otherwise, one way of checking if you're doing things right and laying down the correct tiles is to look for similar usages of the tiles you're having trouble with elsewhere. To do this in the CS, take a look in the object window for the tile and right-click on it. Choose 'use info' and you'll get a list of places where that item is used. Double-click on one of those used by the vanilla mod to see how it's been set up and what tiles appear around it. You can even select a bunch of those models and paste them into your own cell if you just want to copy the odd section. However, there are two drawbacks with this method: one is that when you do this sometimes, the snap-to-grid seems to go a little out-of-synch but as long as you have it switched on, there's normally a way of correctly this, even if it involves placing a few objects like rocks around the edge of a tunnel mouth or something. The second drawback is the risk of producing a 'dirty edit' which is the term used to describe you go into a vanilla Oblivion cell and inadvertently adjust something, resulting in a little asterisk (*) appearing next to the cell name. This can cause problems when merging the esp as it needs to be cleaned to avoid errors.

I honestly haven't learned how to do this in oblivion (snap to grid and snap to angle). It always got in my way before (mostly with setting of items but meh). How do you use these?

Well, I would go as far as to say that laying out dungeons is impossible without them. There really is not much to it when you know what they do.
The snap-to-grid (STG) tool is the grid-like icon below 'Character' in the menu bar and the snap-to-angle tool is the one to the right of it that marks out a 45 degree angle. The first one makes the tiles of any tileset 'snap' together so that, provided you choose the correct adjoining tile, any joins are invisible and it merges seamlessly without the need for any fine-tuning. The second one makes modding a little bit easier in another way. Sometimes things like corner pieces need to be turned around by about 45, 90 degrees etc, so that they fit into place at various places of the dungeon. Snap-to-angle (STA) just means that the angle remains spot on so that it turns by exactly 45 degrees each time, for example. Otherwise, you have to very, very carefully tweak it. You can also alter the settings for these two icons by going into 'preferences' under the 'File' menu and changing the numbers in each column. I like to have mine set to 8 for STG and 45 for STA but IIRC, you need STG set to 4 for working with the Hist tileset.
