We as modders have our own uniqueness and abilities and I don't want to interfere with a claim if the guidelines to a claim are fiollowed. But why do you need 9 bookshelves on a Dres vessel?
I agree with your point of performance and the prospect of having to place 270 books. But I cannot get my mind around why they are needed. Is there some aspect of the quest related to that many books?
I have to agree with Sandor on the exception of the Soluthis Library.
That is not to say, to this point, anything had been decided. But I only asked that you ask yourself why that many books are needed.

The Dres vessel is meant to be a trading ship who make money selling wares they have bought and or fought for. It sorta makes sense to have a library on board.
But Zurke has a point there. This vessel is not particularly benefitting from the inclusion of bookshelves.If you want me to. I will remove them ASAP.

It's arranged through the dial factions.
However there's no working prison in Soluthis/RP only in Steadhelm.

If you add the StSrGenDialsForSt faction (as required) the StCrime quest will be automatically added (including the dialogue).
