if it's alright with balmora's leader and kulkuza, when we get there i could make a few attack quests that would run on rai. They would be at random times, but they'd last logn enough for you to get there in the middle of one (medieval battles usually lasted days at a time)

Hmm... well we can spin off the fact that it has been 6 LONG years of Hlaalu bringing in many architects and/or slaves to build the city and these defenses, and tunnel out the underground stronghold.
Actually we can implement a quest where a guard tower/dock/etc. hasnt been finished yet, and you can be involved in helping it get finished. It's just a spin off as the whole Odai could have been the focus of Hlaalu construcions, because an inlet from the sea to any inner city is a valuable thing. |

If we look on the map we see that oblivion is twice as big as vvardenfell. The scale changed probably from 1:10 to 1:20. So instead of making everything bigger, the towns probably needs to be smaller or in the case of balmora almost the TES3 size. |

looking at how mucvh of cyrodiil is covered, it seems liek the scale willbe roughly around the same size.

Even if you put a town in an autonomous region and make it three times as large on the inside, a higher overall scale would still mean that the distance between the towns shrunk. Heck, couple it with the vast viewing distance of TES IV and it might turn out you can see from town to town. And with the same amount of settlements but half the landmass, there might be fewer spots to mod adventures or special locations.
Our team hasn't really decided as far as I know but I feel the general consensus is that we don't want to compromise on the scope of our part of the world compared to TES III even if it means moving away from the scale TES IV uses. I'd love plenty of room for farms, wilderness, ruins and other adventure- and questrelated stuff. Heh, I even think it was cramped enough as it was in our TES III mod so I wouldn't object to making it even more roomier than just keeping the scale. Besides, I doubt most players would worry that much about the scale, they'd be too awed by seeing Vvardenfell again and exploring all the wonderful stuff your team will create
