One thing that should be kept in mind when re-designing Balmora is the fact who owns it, House Hlaalu.
Next thing-to-do would be to examine and (possibly) learn something about Hlaalu from other sources (can think of any right now X( ). Position is of crucial importance in design (duh), especially with city as important as Balmora. True it might not be the seat of Haalu's power, but it certeanly is on of it's important possesions. Find historical comparisons. Political standing of the faction. Hope this will be of some help..... riiiiight

yes and all of these point considered....
fortification... Hlaalu are the type who would rather hunker down and withstand a siege.... actually they'd rather bribe the enemy to stay away... but a fortified Balmora makes sense..... 3 story buildings... obviously an influence from the Imperials.... basically, 6 years after TES3, the Hlaalu are really taking over Ascadian Isles and Bitter Coast and S. West Gash... they have a forged deeds for Ascadian Isles.... claim to the Odai R. area and from Gnaar Mok to Hla Oad... their territory in the east ends at Suran.... however they seek to trade for Zainab ebony... by the way, the fact that the Hlaalu use a lot of forged and illegal deeds (some of them) will be a big thing.... |

but... if the Redoran army comes, they aren't gonna go away for any amount of gold... so bribing is out of the option there.... |

consewuences....
though Hlaalu has relatively powerful small raiding parties.. they can't fight a long drawn out war... therefore they begin to make defenses and hunker down.... in case |
