no.... within 6 years they are going to make impressive fortifications and train more soldiers.... they now the Caldera issue will cause trouble.... and as well as their disputes with Telvanni and also on the mainland, they share a border with House Dres adn are rivals of House Indoril.

okay.... Imperial Legions are powerfully made, trained to fight with Heavy style armors, trained to be tactically flexible and enduring... Dunmer were trained to follow orders, respect clan-affiliation, and be great individual warriors, but not organized as much.
Hlaalu will probably take after the Imperials, as they don't field as big an army as the Indoril (ordinators). They will imitate Imperial warfare probably... and also have Imperials on their side. The Nords and some mercenaries drawn from the fighter's Guild will be part of their armies too... adding anything ranging from cannon-fodder, swashbuckling barbarians, to discipline mercenaries killing for booty since a young age. the opposing armies will contain Indoril, Dres, and Redoran.... they are possesing of larger numbers, better warriors.... however, they are more on the individual level than organized (they are still pretty organized, at least the Indoril are).... but they have larger numbers and better individual warriors Telvanni, and their betmeri mercenaries, etc. are caught in between, initially they want to stay out of it... however their settlements are in danger, they can get a lot from the war... so they prepare for war... outlands can conscript in Telvanni mercenary camps, the Telvanni bring more soldiers in from the mainland... they are the most powerful settlement maker, surprisingly, on Vvardenfell.... they want to keep their lands.... they have great sorcerers and magicians... good mercenaries with big hatred for other Dunmer.... (especially Dres & Hlaalu = big slavers) and the Telvanni will have other "tricks up their sleeves".... |

Ixidors Bane (and anyone else), what are your thoughts on having petty gangs in Balmora? in Ald-Ruhn? in Vivec?
competing gangs? and the big-daddy of them all, the Cammona Tong, the most powerful and brutal criminal syndicate in Morrowind.... Cammona Tong members were mostly in Balmora, Gnaar Mok, 1 or 2 manors inthe Ascadian Isles... and Dren Plantation... considering they are so popular and so big withthe younger generation of Dunmer (the young mer) they should have a lot of members, meeting at clubs to practice swords and clubs and also helping to smuggle stuff, etc.etc. also in the interest of the Cammona Tong is to either unify all of the gangs or stamp them out... among them the Thieves guild 'could' be considered one... |

sounds good...
as for gang "clubs" try taverns, a nobleman's house, rented out houses, basements, cellars, sewers... maybe like Lucky Lockup, Eight Plates, Council Club, etc. |

Ok, I'll try to start thinking up some different gangs that might hang around in Balmora and where they might be located. Got any idea's on what the different gangs would do around the towns?
