yeah, sure, the Dark Brotherhood should be changing their clothing to adapt to their enviroment, despite the fact that there are these things called ilusionary spells, and some of them, guess what? adapt you to your eviornment! regardless of what you're wearing!
but you shouldn't rely on your magic... just in case.... magic is overrated unless you're a master at the field...

all over Tamriel there are other assassins guilds... but in Morrowind most of the profession is controlled by Morag Tong and a few Dark Brotherhood members... but in the rest of settled Tamriel, most assassins are organized by the Dark Brotherhood... there are definitely other guilds and groups... but they would have to be small... and either extremely skilled or lucky to be able to persist long when its either the Morag Tong or the Darkbrotherhood controlling the assassinations...
do you intend for the assassins to be native to Morrowind or not? ...cause you still haven't really revealed it yet..

no just the very most powerful... and usually able to stamp out all competition... usually...
yeah, they are just the major players, i'm sure you find plenty of people who would kill for gold in tamriel
